Chromebooks do not ship with a classic PDF editor, and most desktop apps simply do not run on ChromeOS. You can still edit a PDF on your Chromebook without side-loading an Android app or paying for a subscription.

You can keep editing an already-loaded session while you are offline, but new uploads and fresh exports want a connection. You should save your work locally before you close the tab if your Chromebook is flaky on Wi-Fi.
